A New Bathroom Without the Demolition: Going Over the Tiles Instead of Ripping Them Out
Overlaying an existing bathroom skips the skip. Two tests decide it: are the tiles sound, and does the floor deflect more than span ÷ 360?
Overlaying a bathroom instead of stripping it out removes the demolition, the skip and most of the dust — but only 2 tests decide whether it is possible, and both happen before anyone quotes. Are the existing tiles soundly bonded, and does the floor deflect more than span ÷ 360? Everything else is preference. Most people think a new bathroom means ripping out every tile, filling a skip, and living in dust for weeks. On site there is often a much faster way — and hardly anyone knows about it.
What overlaying actually is
Instead of removing the existing tiled surfaces, you prepare them and apply a new seamless finish straight over the top: a resin system, or a cement-based microcement or macrocement. The room keeps its layout, its drainage and its sanitaryware positions. What changes is every visible surface.
The saving is not mainly in materials. It is in demolition, disposal, making good and time. Stripping a tiled bathroom back usually damages the substrate underneath, which then needs repairing before anything new goes on. Take out the tiles and you often find yourself replacing the backing board, re-tanking, re-screeding — a chain of work that started because you wanted a different colour.
Overlay skips that chain. When the conditions are right.
Test one: are the tiles sound?
Tap across every tiled surface with a knuckle or a screwdriver handle and listen.
A solid, dull note means the tile is bonded to what is behind it. A hollow, drummy note means there is a void. A tile with a void behind it will move eventually, and it will take whatever you applied over it with it.
Isolated drummy tiles are not a problem — cut them out, make the area good, carry on. A wall where a significant proportion sounds hollow is telling you to strip it. So is any tile that is visibly lifting, any grout line that crumbles under a screwdriver, and any area around a shower tray where the substrate feels soft.
While you are there, check what the tiles are stuck to. Old plasterboard that has been wet is not a substrate. If the wall gives when you press it firmly, the tiles are the only thing holding it flat.
Test two: does the floor move?
This is the more important of the two, and the one people skip.
Walk into the middle of the span and bounce, hard. Any movement you can feel underfoot rules out a rigid finish until the floor is stiffened. The standard for a substrate receiving a rigid finish is deflection of no more than span ÷ 360 under imposed load, tightening to span ÷ 720 where natural stone is used.
A first-floor bathroom in a Victorian terrace is exactly where this bites: original joists, a long span, and often a notch or a hole cut through them by a plumber decades ago. Stiffening is not difficult — noggins between joists, sistering a new joist alongside an old one, or overboarding — but it has to happen before the finish, not after the crack.

Approved Documents are statutory guidance to the Building Regulations 2010 for England. Compliance is judged against the Requirements in Schedule 1; your building control body has the final word on your specific building.
The building control question
Replacing a bathroom where nothing structural changes, no drainage run moves and no controlled service is altered is generally not notifiable work. In practice, something usually does change — and that is where it turns.
Building control becomes involved if you move or add drainage, alter a structural element, change ventilation provision, or carry out notifiable electrical work. On electrics, only three categories are notifiable at all: a new circuit, a consumer unit replacement, and any addition or alteration to existing circuits inside a special location — which in a bathroom means from floor level up to 2.25m, and 0.6m horizontally out from the bath or tray.
That is a small zone with a big footprint, because it covers almost anywhere you would want a shaver socket, a heated mirror or a towel rail. Most of this work is self-certified by a registered electrician under a competent person scheme rather than going to the council, and the certificate you get at the end is what a buyer’s solicitor will ask for. Keep it.
If the house predates 2000, an asbestos check comes before anything is disturbed — including drilling into a ceiling to hang a new extract fan.
Which finish, if you overlay
Two families, and they behave differently.
Resin systems are epoxy-based, built up in coats over a reinforcing mesh. They flex with the substrate rather than fracture, and they are waterproof in themselves — so in a shower or wet room the finish and the tanking are the same layer. That is a genuine technical advantage in a bathroom.
Cement-based systems — microcement and macrocement — cost less, have a mineral depth many people prefer, and perform very well over a solid, stable base. But cement is rigid, and a cement-based finish is a water-resistant surface rather than a waterproofing system. In a wet area it relies on a separate tanking layer beneath it: workable, but one more hidden element that has to be right.

The honest version is that on a stable substrate outside the wet zone, the cheaper family is a sound choice, and the difference is often better spent elsewhere. When to strip out anyway
Overlay is not always the right answer, and a builder who only ever offers you one route is selling, not advising.
Strip out when the layout is wrong. If the basin is in the wrong place or you want the shower where the bath is, you are moving drainage, and the surfaces are coming off regardless.
Strip out when you need to see what is behind. An old bathroom in a period house may be hiding failed tanking, a leaking waste, rotten boarding or a joist that has been notched to half its depth. If there is any history of leaking, look.
Strip out when either test fails and cannot be economically corrected.
Overlay when the room works and the surfaces are sound. You get a new bathroom in a fraction of the time, with no skip on the street and a house you can live in while it happens.
The takeaway
Run the two tests first — are the tiles sound, and is the floor stiff enough. Those decide what is possible. Then decide what is right: strip out if the layout is wrong or you need to see what is behind; overlay if the room works and you would rather not seal a good bathroom into a skip.
Both are honest answers. The mistake is choosing between them before anyone has tapped a wall or bounced on a floor.
