Who decides, and what needs consent
Hammersmith & Fulham has 48 conservation areas and a borough-wide Article 4 direction in force since 26 April 2018 removing permitted development for basements. Most internal fit-out is not a planning matter, but signage, plant, external alterations and any change of use are — and the licence to alter from your landlord is a separate consent that runs on its own clock.
