What you are fitting out in Marylebone

Georgian and Victorian terraces, mansion blocks and purpose-built professional buildings, most of them long since subdivided into floors and suites. Offices sit over retail on the high street and Wigmore Street, and above consulting rooms on the medical streets. Very little of it was designed as an office and almost none of it as an open plan.

Professional practices, medical and consulting suites, family offices, and smaller businesses taking a floor rather than a building. The brief is usually cellular rather than open plan — rooms with doors, acoustic separation that actually works, and a reception that reads as a practice rather than a start-up.

No goods lift in most of the stock, permit-controlled kerbside with short loading windows, and a communal entrance often shared with other tenants or with residents above. Material comes in by hand through a front door or a passenger lift, and a skip needs a licence and a bay suspension that may be refused. It is the Fulham access problem with central-London parking enforcement on top, and it is the reason a finish that arrives in tubs beats one that arrives on a pallet.

Who decides, and what needs consent

Westminster has 56 conservation areas and has removed permitted development rights in eight of them. It has also made an Article 4 Direction removing the permitted change of use from Class E — commercial, business and service — to C3 dwelling houses, so an office here cannot quietly become flats without planning permission. Check the authority before anything else: since 10 August 2026 the Oxford Street Development Corporation has been the local planning authority for the Oxford Street area, which runs along the southern edge of this district, and Camden’s transfer notice records that the borough is ‘no longer the Local Planning Authority’ for applications there. Internal fit-out is usually not a planning matter in any case — the consent that governs it is the landlord’s licence to alter, and on a listed building, listed building consent, which covers internal character as well as the elevation.

A fit-out normally answers to three separate things: your landlord’s licence to alter, building regulations where services or fire strategy change, and planning only where the outside of the building or its use changes. They run on different clocks and the licence is the one most often discovered late.
